The diving is good but not as spectacular as in the Red Sea. Reefs have been damaged by careless divers and by periods of dynamite fishing, which still goes on.
Other places in the Philippines have

more spectacular diving - Donsol, in South Luzon, famous for whale sharks, and Puerto Galera - a nature reserve.
